In the U.K. & Canada, N scale is definitive for 1:148 scale at 9mm track gauge. In the U.S. it represents either ratio.

Each of us has our own perception of either standard depending on our background. Perhaps your family hales from The U.K or Australia in which case you’d perceive the correct ratio to be 1:148.
